IMI: Almost a third of the municipalities lost revenue in 2019.


Municipal revenue from municipal property tax reached its lowest level in six years. The Municipality of Beja collected less 19.000 in 2019 than in the previous year.

Almost two-thirds of the country's municipalities saw a decrease in the amount collected with the municipal property tax in the last year (IMI), the main source of revenue for municipalities, and that since 2016 has contributed to increasing the financial independence of local government.

In 2019, there was 185 cameras with IMI loss, more than triple the previous year, representing 60% of the universe of 308 national municipalities, according to Financial Yearbook of Municipalities released yesterday, Tuesday, that marks the “drastic increase” of municipalities with tax reduction.

Among the nearly fifty municipalities with reduced IMI rate and which presented a decrease in the amount charged in 2019, there are five in the Beja district. Aljustrel, in 11th position, is the one with the biggest variation, with less 6,4% relativamente a 2018, having also charged less 39.000 euros. Beja that in 2018 had charged 3.434.703 of euros, suffered a variation of less 0,5%, which meant charging less 18.870 euros.

Last year, the fit of Portuguese municipalities with IMI reached the lowest level in six years, settling in 1439 million. The value was the result of a decrease of 1,4% face a 2018 – less close to 71 million euros in collection -, that was due, partly, the option of many municipalities to lower the rates applied. But that will not be the only factor explaining the decline.

After all, the vast majority of municipalities, 256, did not reduce the fee charged to residents in the year to which the charge was reported, and yet 138 of them saw revenue drop. And of 52 municipalities that have effectively reduced IMI rates, there were still five that improved the collection.
