It was with surprise that I received the news, last week, the Safe School Program (PES) It had been extended to higher education institutions, but for the wrong reasons. Because reading the article Daily News, with the title "Safe School comes to universities to combat radicalism"It is stated that"PSP is preparing the extension of the program 'Safe School' to universities, beginning with the Lisbon. The plan was already underway at the time of the recent events at the Faculty Social Sciences and Humanities (FCSH) – that led to the cancellation of a conference Jaime Nogueira Pinto – but this situation has given new impetus to the process. Universities are part of a set of priority sectors in the prevention of extremist ideologies and PSP wants to establish partnerships with these institutions, framed within the pillar 'Prevent' National Strategy for Combating Terrorism (ENCT)".

But unfortunately we were last to know, through the article with the title "Ministry refusing to implement proposals to suppress hazing", Also the Daily News, the Minister of Science, Technology and Higher Education on proposals to combat violent and abusive hazing refused "proposals that included discussions with security forces somewhat similarly to what happens in primary and secondary education with the Safe School, but the minister did not like the idea of 'police' institutions of higher education".
So in the space of 5 days and through the media we learned that the PSP intends to extend the PES to universities for the wrong reasons and the Minister of Science, Technology and Higher Education refused this extension, despite being the right reasons.
Several times already here referenciei PES in previous articles, particularly at the beginning of each academic alno and almost always to talk about hazing, in particular Articles: "A new school year, the same challenges"; "violent practice is a crime” e; "Back to school, returns to practice", which I expressed the need to extend the ESP, the higher education institutions, with the aim of strengthening the fight against violent and abusive hazing, taking into account the objectives of the program, which among other, aims to prevent and combat crimes inside and outside of schools, thus considering that our students also need the same kind of awareness and information, We need our younger students, as well as require the proximity of the GNR and PSP.
We defend this position, because in addition to believe that students attending higher education need information and proximity to the GNR and PSP, It is also required a change of attitude on the part of the entire academic population towards the violent and abusive hazing, starting with report all these behaviors, because it is unacceptable that these criminal acts continue to have a high rate of acceptance by university students.
That is why, matter at this time, remember why was born in PES 14 September 1992, completing this year 25 years old, having been created by the conclusion of a protocol between the Ministry of Internal Affairs (MAY) and the Ministry of Education (ME), with the objectives of: Promote a culture of safety in schools; Foster civility and citizenship, thereby contributing to the affirmation of the school community as a privileged space of integration and socialization; Diagnose, prevent and intervene in schools security issues, and; Determine, prevent and eradicate the occurrence of risk behavior and, or unlawful in schools and surrounding areas.
So, There 25 years that PES is operationalized by the GNR and PSP, in their respective areas of responsibility, in compliance with the Joint Order No. 25 650/2006 do MAI e ME de 2006, where it is stated that "quality education one can not be in a school environment of violence or insecurity, which prevents the full realization of the right to education, constitutionally enshrined right. Schools are a privileged space of freedom, conviviality and security where they reproduce the fundamental values of a democratic society. Yet, the occurrence of deviant behavior and / or antisocial can create, set of country, Students and teachers, non-teaching staff and the general public, the perception of schools as a violent social environment, with negative repercussions in the teaching / learning process and the social inclusion of dynamic. The preservation of a favorable environment for the normal development of the school's mission is a priority task of the state and local communities".
For achievement of the PES objectives, GNR and PSP develop, in schools their responsibility, actions to reduce or eradicate the violence and insecurity in schools and surroundings, and the PES developer of targeted initiatives and projects to promote citizenship and civic values at school, with a view to harmonious development by the students and to meet this desideratum the FS promote partnerships and synergies between the various entities and actors, both national and local levels, to ensure a safe environment in schools and surroundings.
For these reasons, it is concluded that extending the PES to higher education, by reason of preventing radicalism, not within the spirit of the program, alternatively proposing to integrate "National Counter-Terrorism Strategy", the need to provide training under the "Immediate Response Tactical Incident with Firearms in Educational Institutions", training that GNR taught in 2011, not only to all the military's territorial device, as well as teachers and assistants of the schools of their responsibility, lying GNR prepared to respond to the most serious occurrences, that hopefully never will happen, as unfortunately we witnessed in other countries, can educational institutions continue to be "...a privileged area of freedom, conviviality and security where they reproduce the fundamental values of a democratic society".
